The idea of holding international congresses each four years is an old one for mathematics researchers. We have been doing it since the beginning of the century. In fact an International Congress that was held in Oslo in 1900 had an enormous impact throughout the century. The leaders invited the towering figure of David Hilbert, a German mathematician, to list outstanding problems in mathematics, and mathematicians have been working on them ever since.
