Abstract
Federal funding may take one of three forms: the traditional grant, the contract, or, most recently, the cooperative agreement. Recognizing the distinctions, not always clear-cut, among the three types of awards is necessary in understanding the unique characteristics of the Request for Proposal (RFP) and essential to the development of an effective bidding strategy.
