The Diversity, Mysteries, and Dilemmas of Total Quality Management

The notion of Quality Management (QM), and its later version Total Quality Management (TQM), has been conceived in a diverse number of ways, which can, however, be presently grouped under two paradigms: the empiricist paradigm, associated with orthodox, quality gurus (e.g., Deming, and others); and the critical hermeneutics paradigm, associated particularly with the name of Flood (1993). It is from this latter paradigm that this paper takes its point of departure, suggesting that yet a third paradigm, the communicative action paradigm, be brought to bear on the intellectual and social-practical arena of TQM. There is a vast amount of detail about specific approaches to TQM. Obviously, it would not be within the scope of a paper of this length to delve into those details. In light of this, the next section provides only a brief outline of the rationale guiding the structure of the discussion. This is followed by a brief examination of each of the three mentioned paradigms.
