Abstract
Current thinking suggests that ineffective schools will become effective if they carry out the best practices found in effective schools. In other words, mandating improvements will improve schools. However, combine the balance alignment model with the idea that peoples’ visions determine whether or not they take action. This suggests that mandating changes will only increase the resistance to school improvement efforts! As seen in Chapter 3, communities react differently to special cause and common cause problems. Also, each community may have its own vision of good schools, and these may vary from place to place.
