The immediate reaction to the HIV/AIDS Pandemic was a medical one. Legislative bodies had only begun to deal with issues related to this epidemic in recent years. The U.S. Congress is debating the Ryan White Act, in Russia the parliament voted in favor of testing tourists for HIV antibodies and in Cuba people found to be HIV-positive are sent to sanatoriums. In most countries around the world parliaments and other forms of houses of representatives are yet unsure of how should—and if at all—deal with the HIV/AIDS epidemic.
