Abstract

Africa south of the Sahara is the region most affected by the AIDS pandemic. Considerable efforts by governments to prevent its spread through public education have not been matched with expected results. This paper will address some of the reasons for this discrepancy from the epidemiological, socio-economic, political, governmental, and ethical standpoints, and will propose possible remedial strategies for effective action.
