Abstract
The purpose of this paper is that of outlining a European set of policies for boosting a new phase of development. The policy proposals make the maximum (and hopefully the best) possible use of the still limited knowledge we begin to have on how economic systems behave when changing. The reasons why the proposals can only be “outlined” are dealt with in the last section.
