The story has been told of the soft budget constraint — of its emergence, persistence and logic — in the case of Tanzanian parastatals. Does it increase our understanding of why the soft budget constraint exists? This concluding chapter reports the major findings and discusses the empirical and theoretical contributions of our study in relation to its research questions and overall purpose. The first section summarises the results and the second one considers the implications.
