Abstract

The existence of physical and health disabilities has been recognized and has evoked reaction throughout time and across cultures (Best, Bigge, & Sirvis, 1990; Turnbull & Turnbull, 1996). Reactions to disability have ranged from extermination and abandonment to education and care (Best, 1978; 1995) and have varied with environmental circumstances, individual and group beliefs, economic conditions, religion, law, and the advancement of medical and technical knowledge.
