Unlike his predecessors at NTSB, Chairman Jim Hall took a very strong public stance on the issue of flight data recorders, typical of the approach he would take with other safety issues like child seats in automobiles and airplanes. When he met relatives of people who died in the Pittsburgh and Roselawn crashes and learned of the shabby treatment some of them received from the airlines and public authorities, he made himself and the NTSB their champion.
