Abstract

In 1971 the U.S. Senate resolved that a National Advisory Commission on Health Science and Society should undertake a “comprehensive investigation and study of the ethical, social, and legal implications of advances in biomedical research and technology....” The commission was specifically directed to include in its study an “analysis and evaluation of laws, codes, and principles governing the use of technology in medical practice....”1
