In order to decrease bullying successfully in schools, interventions must reach every area of the school and the community in which the school is located. The culture of the school must be altered. School culture refers to the expectations of all of the stakeholders involved as well as the norms, values, rituals, and history of the particular school. The culture of the school influences the ways that people in the school think, how they feel, and how they behave. School culture is the way things are done in the school and what individuals believe is important. Each school has varying willingness to change (Peterson, 2002).
