During the twentieth century, the ownership question was at the centre of political and ideological debate. Public or social ownership as an end in itself was a strategic objective embedded in much socialist or communist political thought. On the other hand, conservative and neo-liberal political beliefs were founded on the idea that private ownership would put an end to the many inefficiencies brought about by State meddling and public ownership.
