Alignment in a Large Enterprise: Department of Defense Military Health System
The Military Health System (MHS) of the Department of Defense (DoD), currently responsible for the health care of approximately 8.2 million beneficiaries worldwide, is one of the largest healthcare delivery systems in the world. The vision of the MHS, as stated in the 1999 MHS Optimization Plan (Military Health System Reengineering Coordination Team 1999), is to be “responsive and accountable to DoD, line leadership, and our beneficiaries to ensure force health protection and optimize the health of MHS beneficiaries by providing best value health services using best clinical and business practices.” The two cardinal missions of the MHS are to ensure the readiness of the fighting force and to maintain the medical capability to respond to contingency operations.
