Abstract

The healthcare industry has recently experienced an onslaught of pressures to reduce costs, a demand fueled by a host of factors shaping and changing the current healthcare market. These familiar factors include, but are not limited to, the following:

  • Increased managed care discounting

  • Tightened government reimbursements as a result of the Balanced Budget Act of 1997

  • Losses on bad physician and HMO investments

  • The 1983 inpatient hospital prospective payment system and the corresponding change from reasonable cost reimbursement for inpatient hospital care

  • Audits that introduced a wave of scrutiny into billing and coding practices in the Medicare system
