The desires of transmission planners are high. It is worth citing Richards (1973, p. 125) to describe the dilemma:

“It would be convenient if the telephone transmission performance of a given speech link could be expressed as a unique value along a unidimensional scale graduated in clearly definable units. Certain rather simple relevant subjective criteria do appear to be unidimensional, such as ‘comparative loudness’ and ‘comparative fitness for a defined purpose’ and much advantage can be taken of these properties. Unfortunately, however, these only enable a particular set of speech links to be ranked according to certain criteria and they do not yield an unequivocal absolute scale which would have universal meaning.”
