Having discussed the operation of electric systems under competition, we now consider the planning of electric systems in such environments. While the introduction of competition can significantly change the operation of an interconnected electric system in the near-term, the long-term effects on system planning may be even greater. In this chapter, we consider how the introduction of competition into an electric market affects the process of planning new generation and transmission investments.
