Program. Announcements (PAs) and Requests for Applications (RFAs) can be important signals to the research community that an area is a major research initiative of the Institute. Often this means that budget requests have been built into future years to support research in this area. While an Institute will always accept an investigator-initiated research application, one that relates to an area where there is a paucity of work can be important in balancing a research portfolio. While the quality of the scientific review and priority score will be the most critical aspect of receiving funding, under the criteria for making an award, the program is given some latitude to consider priority of the research area.
