Abstract
If we are to move beyond the conditioned reflex of merely groping toward a more coherent system of effective environmental management, then complex long-term forecasting as well as better planning would seem to be an urgent policy imperative. Those of us who are concerned with this question are convinced that the planning community must become more aggressively involved in the long-term environmental issues affecting urban development planning. This is a problem that the world community can ill afford to neglect, and the reasons should be quite clear.
