Changing Training and Education Needs for Human Settlements Planning in Developing Countries

Education and training are indispensable instruments in the national development process. Only when developing countries have the knowledge and capacities to analyze their own problems and to create their own solutions can true and sustained progress take place. Yet, training and education programs which ought to be at the forefront of new thinking in development planning often lag behind and are not responsive to changing macro-economic conditions and policy adjustments. Neither do they address the related changes in manpower needed for the implementation and management of policy reforms. This paper explores the changing context of human settlements planning and management in developing countries and its implications for education and training, and for the role of international development agencies and institutions of higher learning.
