The preceding paper raises sharply and provocatively the problems of evaluating research on the $cost-$benefit formula familiar to economic analysts, with special reference to the research-grant funding policies of governmental agencies. It seems, then, highly relevant to review the procedures and policies actually employed by granting agencies in assigning priorities to research applications, especially those in which computers are involved.
