Abstract
We have observed cyclotron resonance (CR) from electrons in two-dimensional (2D) surface states outside liquid helium. Their 2D character is shown clearly by the fact that the cyclotron resonant frequency depends only on the component of the applied magnetic field perpendicular to the surface. These observations have been made outside both bulk liquid helium and films of liquid helium covering a dielectric substrate. For the case of bulk helium we have also been able to determine the surface mobility of the electrons from the CR linewidths and find reasonable agreement with a simple calculation of the mobility assuming the electrons can scatter only parallel to the surface.
