Abstract
Development is not one activity but many. Any project goes through a number of stages, each of which has its own characteristics. Techniques applied to, say, the design stage are not appropriate when it comes to production engineering. Different skills need to be brought in. To be successful, the project needs to be run in different ways at different stages of the process.
