Low-level (or physical) formatting, to mark the sectors and give them addresses.
Partitioning, to divide the disk into partitions that can support different operating systems (DOS, Windows 95, Windows NT, OS/2, UNIX) and/or different file systems.
High-level formatting of each partition, to place a file system on the partition as well as (optionally) an operating system, to make the partition bootable.
