Abstract

In the preceding chapters we have described a complex, highly technical research effort based on a large scale survey of disorder in the nation’s public schools. Those data are the best data currently available to bring to bear on this problem. The earlier chapters summarize our best efforts, and although we regard the results as sometimes confusing or inconsistent, in this chapter we explain in direct language what we believe to be the major implications of the research to date.
