Abstract
Governmental responsibility for dealing with genetic disorders is an old story that has expressed itself primarily through the knife, the law, and the purse. These past approaches are identified with the transmission of genetic handicaps, their detection by screening programs, and their understanding and treatment. In order to ask what government responsibilities should be, it may be instructive to review the contributions of these past efforts.
