An attempt to describe bureaucrats and to define bureaucracy—types of bureaucrats and kinds of bureaucracies: the politician-bureaucrat, the career bureaucrat, and the time-server bureaucrat; the government science management bureaucracy, the scientific administrative bureaucracy, and the bureaucracy created to disburse research funds; the inevitability of contact with bureaucracy and bureaucrats; federal grants as the principal scientific interface with bureaucracy; grant review procedures—the site visit in particular.
