Abstract

Why try to control the energy demand, whose growth is often presented as an expansion factor of economic activity? This is the question still asked by certain energy-policy makers, who hesitate to take into account the effect on demand in the same way as the effect on supply control, especially the effects which aim to increase production capacity.
