Abstract
The highly charged ions considered in this paper consist in ou-tershell striped atoms which appear generally in other conditions than innershell ionized atoms produced by electron or photon impact experiments. Outershell striping is the normal situation of an atom immersed in high temperature medium as existing either in matter of astrophysical interest or in plasma for thermonuclear fusion. That is the reason why stellar X-ray measurements aboard satellites as well as plasma diagnostics for fusion urge on a progress of the quantitative knowledge of oscillator strengths, collisional transition probabilities, steady state populations of ionic species or of specified levels of such striped atoms.
