Abstract
The choice of an Electronic Data Processing system, or the decision whether to use one or not, should not be made until we know what demands will be made on the data. I am constantly reminded that the price of computing is rising; I never need reminding that staff salaries are also rising so before we embark it is more than ever essential to know we can afford what we shall use.
