Abstract
In the introductory chapter we argued that policy implementation should be viewed as an iterative process of formulation-implementation-reformulation. Passage of the 1976 Coastal Act and related legislation marked the end of a policy cycle that began with the 1972 Coastal Initiative and that constitutes the principal focus of this study.
