Abstract
Chapter 2 described recurring issues in toxic-substance control. Groups have financial and health-related interests in how technically uncertain questions are decided. This chapter will describe the resources of groups with stakes in regulatory activity, including labor, public interest groups, business groups, and the government itself. What kind of political, technical, and legal influence do these groups have? What forces encourage and restrict chemical regulation?
