Abstract
The free appropriate public education mandates of P.L. 94-142 and Section 504 on their face require an individualized program of education and related services to meet the unique and individual needs of each handicapped child. Based on expert evaluations, parents have requested and hearing officers have ordered programs that may, in terms of days to be spent on a program, exceed the usual limit of days set by state school codes for the normal school year. In this case an obvious conflict arises, and parents in the past have been faced with the choice of accepting the program and services offered or taking legal steps to ensure individualized education.
