Abstract
In this chapter we bring to a close the first phase of our study, namely the solution to the problem of finding estimates of the components which are unbiased translation invariant, and optimal in the sense of then having minimum variance. It is here that we also introduce structural ideas that are taken up more completely in the following chapters.
