Abstract
The opportunity electric utilities now have to purchase power from independent producers can reduce overall cost and, thereby, benefit consumers. The full effects of this so-called purchase option have not been carefully considered, however, so we cannot really be sure that all of its effects are positive. Combining regulation with this potentially competitive element may not be efficient in every way; at least, that question has not been examined.
