Abstract
This chapter sets the stage for the evaluation case studies that follow. As noted in the Acknowledgments, the evaluation case studies in this book were undertaken at the National Institute of Standards and Technology (NIST) as funded research projects. To set the stage for the case studies that follow, a brief history of NIST, based on the work of Cochrane (1966), is presented along with a description of the evolution of NIST’s evaluation efforts of its research laboratories and of its Advanced Technology Program (ATP).
