Global Benefits and Costs of the Montreal Protocol

Abstract

Environment Canada commissioned this study on the global benefits and costs of the Montreal Protocol as part of Canada’s contributions to the Tenth Anniversary Meeting of the Parties to the Montreal Protocol. The world had a difficult choice in 1987, between the costs of protecting and restoring the ozone layer and the costs of doing nothing and living with the consequences. The occasion of the Tenth anniversary of the Montreal Protocol is an appropriate time to look back and consider whether the premises on which the Protocol are based were correct, and whether the benefits of the Protocol outweigh the costs.

  1. The Protocol’s real resource costs should not be confused with the costs of the Multilateral Fund established under the Protocol. The Fund represents only the cost to governments of funding specific initiatives to help developing countries in their transition away from the use of ozone-depleting substances
