Abstract
The Countries with Economies in Transition (CEIT) are the states of the former Soviet Union and those of Central and Eastern Europe. These countries have experienced massive geopolitical and economic changes over the last decade which have resulted in severe financial and administrative difficulties for both government and industry. These developments have also adversely affected the CEIT’s contribution to the implementation of the Montreal Protocol. Several Country Programmes completed before 1996 for the CIS (Commonwealth of Independent States) member states reported that a phase-out by 1996 would be impossible and that there would be a delay in compliance. This was—and is—a problem for the Montreal Protocol.
