Abstract
I would like to start off my observations by saying that there are many perspectives one can take when talking about the Montreal Protocol. Dr. Khosla has one; many others have differing viewpoints. I happen to be one of them. I come at this from another perspective altogether. I shall look at these issues from the perspective of the Montreal Protocol as a new model for cooperation, and will start with a little walk in time while addressing some of the issues that Dr. Khosla has raised.
