Abstract
The Montreal Protocol is certainly a successful example of international cooperation. My job here is not to pat ourselves on the back, but to look at the insides of that black box and see how much of that example might be applicable or serve as a model in other fields requiring such cooperation. I will tread a little bit into the territory of other papers which look at the negotiating process, but it seems to me that it is entirely of one piece when one is negotiating and implementing a new regime. We must look at the entire process with a fundamental understanding of what is needed to make such things work.
