Abstract
From a European perspective this symposium takes place at an interesting moment. It is only a few weeks ago, on 25 March last, that we in the Community have celebrated the 40th anniversary of the signature of the Treaty of Rome. With so many ambitious goals ahead, such as the introduction of the common currency, the revision of the Treat and the enlargement to Central Europe, it is good to reflect for a moment on the successes of the Community so far, since in the heat of the debate these are often overlooked. the main objectives of establishing peace, and stability in Western Europe have been achieved. Disputes are settled in meeting rooms in Brussels and not on battlefields and we have not needed the help of Canadian soldiers in the last 40 years to resolve our conflicts. This achievement has given Europe a period of unprecedented economic progress.
