Abstract
Combating mass unemployment has been given the highest priority in European labour market policy during the 1990s. In the ongoing debate on the causes of high unemployment in the EU, it is maintained that European labour markets have become more and more inflexible over time implying a reduction in the shock absorbing capacity of the wage mechanism (EC 1994: 185). The inflexibility and lack of competitiveness claimed are attributed to institutional changes as ‘a central reason for Europe’s poor labour market performance.’ (Siebert 1997: 39). It is not surprising, therefore, that institutional reforms to deregulate the European labour and goods markets are seen as a proven solution to the European unemployment problem (Siebert 1997).
