Abstract
I am deeply honored to have been asked to deliver the keynote address at this Institute for Development Studies Conference. It is indeed a privilege to address such a distinguished group on the topic of “Globalization and the Environment: Opportunities and Challenges for the New Transatlantic Agenda,” and I am grateful to the Institute, the School of Public and Environmental Affairs, and the Ecole Nationale d’Administration for this opportunity.
