Abstract
The awareness of the closing years of the twentieth century brings a universal consciousness that the evolving global circumstances of the twenty-first century pose a number of basic challenges to individuals, communities, nations and also members of regional and international groupings. The dawning millennium awakens us to the possibilities of the future, telescopes the limits and transience of the realities of our day and revisits us with the lessons and experiences of the past, in relation to the global political and economic environment. Those experiences impose upon us, as perhaps never before, the imperative of development correlation.
