Abstract
EDITORS’ NOTE—In October 1993, the United Nations sent a lightly armed peacekeeping force to Rwanda to assist in implementing peace accords between the Rwandan government (controlled by Hutus, the country’s largest ethnic group) and the Rwandan Patriotic Front or RPF (chiefly ethnic Tutsis who had fled the country after the Hutus overthrew them in the 1960s) Commanded by Canadian General Roméo Dallaire, UNAMIR (United Nations Mission for Rwanda) comprised 2,500 troops who were forbidden to use force except in self-defence The accords, signed after a two-year civil war, were meant to end hostilities that themselves were rooted in longstanding political and ethnic tensions But Hutu extremists resisted the power-sharing arrangements (For details on the conflict’s history, along with events before and after UNAMIR’s deployment, see HRW, 1999, and Sellstrom & Wohlgemuth, 1997, see also Adelman & Suhrke, 1998, Bodnarchuk, 1999; Gourevitch, 1998; Keane, 1997, Klinghoffer, 1998, Leyton & Locke, 1998; “100 Days,” 1999, “Republic,” 1998; and “Rwanda A Historical Chronology,” 1998)
