Abstract
In 1994, the Australian Federal Police (AFP) embarked on a program of corporate reform whose purpose was to change the organization from a rigid paramilitary structure to one that employed self-empowered teams. The thrust for the reform came from the recognition by the AFP executive that opportunities for crime now exist on a global scale and that the sheer scale of this enlarged criminal environment poses unique challenges for law enforcement. The idea was to develop a law enforcement organization whose structure, work practices, and processes are sufficiently flexible to meet these challenges.
