Summary

Until recently, many Latin American countries sought industrial development through import substitution policies. Increasing globalization of world markets has resulted in the need to participate in global trade with diversified exports. Recognizing that non-traditional exports can contribute to industrial development, many Latin American countries have created institutions and programs to encourage private sector export activity. Substantial barriers to export development remain. This chapter addresses the issue of barriers and considers approaches aimed at overcoming them in Costa Rica, Venezuela, Peru and Chile.
