Abstract

During the 1980s environmental issues moved from the fringe of political awareness in Europe to centre stage. This is reflected in the incorporation of Article 130 into the Treaty of Rome as part of Single Europe Act1 in 1986. This article emphasises the levelling-up of environmental standards to those of the highest amongst the member states and additionally allows for qualified majority voting (as distinct from unanimity) for the adoption of most European Community (EC) environmental legislation. The relevant parts of Article 130 are quoted in Figure 9.1.
