What Civil Servants Can Do to Get Tobacco Legislation Passed

  • Bette Kill

Abstract

In recent years, New Zealand has passed significant Tobacco Control legislation, notably the Smokefree Environments Act 1990 and Public Finance Act Amendments (the Government’s annual Budgets). Several important groups were involved in the concept development, design, marketing and decision making involved in the passing of this legislation, particularly civil servants. This paper focuses on several critical success factors which are important to civil servants’ efforts to get Tobacco Control legislation passed.
