Abstract
In France, the July 1983 Decentralisation Act delegated competence to departmental level in respect of the campaign against cancer. Following the Hirsch Report “The Struggle Against Tobacco Addiction”, the Conseil Général du Rhône (Rhône General Council) decided to take action against tobacco addiction. A five-year departmental plan, financed by the Conseil Général du Rhône, was established, with the overall objective of reducing the proportion of smokers in the department by 20%. Between 1988 and 1990, this proportion was 37.5% in the Rhône department.
